Start With the House, Not the Incentive

Why a home energy retrofit needs a treatment plan before you choose the incentive.

These days, it is very common for a homeowner to call asking for a heat pump and available rebates when their house actually needs attic air sealing and insulation, bath exhaust, duct work, or an electrical upgrade first.

Solving this mismatch is a little like going to the doctor. You may walk in knowing what hurts, and you want someone to look at the whole picture before deciding on the treatment. You would not want the treatment chosen simply because it is what the insurance company happens to pay for.

A home retrofit should work the same way: understand the house, put the work in order, then see which incentive can help pay for it.

Four Questions Before You Choose the Incentive

Heat pump. Better comfort. Lower bills. Insulation. A room that is always cold.

2What house do you have?

Envelope. HVAC. Ducts. Electrical. Moisture. Ventilation.

3What needs to happen first?

Fix the problems that change the scope, safety, load, or cost.

4Which incentive fits?

HOMES. HEEHR. Utility rebates. State programs. Other assistance.

Which Incentive Path Fits the Project?

HOMES. HEEHR. Utility rebates. State programs. Other assistance.

That comes after understanding the house. The project determines the incentive path.

The incentive should not determine the project.

Minnesota Field Case Study

Janet’s House: The Score Was 2/10. The First Job Was Not a Heat Pump.

Janet owns a 1950s Minnesota house with the kind of problems contractors see every day.

Her Unofficial Home Energy Score was 2.

The assessment also found:

  • Low attic and wall insulation
  • Uninsulated foundation walls
  • Duct concerns
  • Comfort problems around the tuck-under garage
  • A limited electrical service that had to be understood before major electrification

That is not a house where you start by shopping for equipment.

The Home Energy Score gave us the report card. It showed that the house needed work.

The next question was more practical:

Check Health, Safety, and Assistance Programs

Before spending thousands of dollars, make sure the homeowner knows what assistance may be available.

Then look for conditions that can change the project before work starts.

In Janet’s case, that included bathroom exhaust and ventilation, moisture concerns, electrical capacity, and other items that still needed to be checked.

Her bathroom exhaust was one of the early priorities. She later installed a Panasonic WhisperFit exhaust fan.

That may not sound as interesting as a heat pump, but it is exactly the kind of basic house issue that should be handled before a major retrofit moves forward.

Air Seal Before Adding Insulation

Janet’s blower-door test came in at 2,400 CFM50.

We did not need another report to tell us the house leaked.

The practical question was what to do about it.

The attic needed air sealing before new insulation covered the places that needed to be sealed.

Putting more insulation over attic bypasses, plumbing penetrations, wiring holes, top plates, and other leakage paths can make those leaks harder to reach later.

Janet went ahead with the work. Her insulation contractor addressed:

  • The attic
  • The ceiling over the tuck-under garage
  • The front cantilever
  • Upstairs exterior walls

Now the house was starting to change.

And that matters before sizing the next heating system.

Fix the House Before Sizing the Next Heating System

Janet had already installed a more efficient furnace.

Future electrification was still on the table.

But her 60-amp panel was a hard fact that could not be ignored.

Before pricing a heat pump, someone needs to know whether the electrical service can support it, what other electric loads are planned, and how much heating capacity the house will need after the envelope work is finished.

Air sealing and insulation can lower the heating load.

That can change the heat-pump size.

A contractor may be able to size down equipment after the house is tightened and insulated rather than sizing equipment for the old, leaky house.

It makes little sense to buy equipment for the old load if you are about to change the house.

And the panel question still has to be answered.

Does the house have enough electrical capacity? Does the service need an upgrade? What else may eventually be electrified?

Those are project questions first. Rebate questions come later.

Then Look at the Incentive

Now the rebate discussion becomes useful.

Instead of asking:

“How much can I get toward a heat pump?”

Janet can ask:

“Given the work this house actually needs, which programs can help pay for which parts of the plan?”

That may lead to weatherization assistance, utility incentives, HOMES, HEEHR, state programs, or other local assistance.

The project determines the incentive path.

First understand the problem. Then develop the treatment plan. Then figure out how to pay for it.

Understand the house. Build the treatment plan. Put the work in order. Then use the available incentives to help pay for the project that actually makes sense.

Before You Spend Money: Four Steps

  1. Check what is actually available where you live. Find the official state, territory, Tribal, utility, or program-administrator page. Check whether the program is open, who qualifies, and whether work must be approved before it starts.
  2. Gather what you already have. Pull together your Home Energy Score or audit, utility bills, blower-door results, equipment information, electrical-panel photos, contractor notes, and the comfort or moisture problems you already know about.
  3. Look at the whole house before choosing the equipment. Air leakage, insulation, moisture, ventilation, ducts or hydronic distribution, heating and cooling loads, and electrical capacity can all change the scope.
  4. Find out what the program requires before signing the contract. The next step may be a Home Energy Score, BPI assessment, Manual J, blower-door test, approved energy model, registered contractor, or other documentation.

Understand the house. Put the work in order. Then use the incentives to help pay for the right project.

A Rebate Does Not Make the Rest of the House Disappear

Rebates can take real money off a project.

They do not make old wiring, asbestos, plumbing, structural problems, or other baseline work disappear.

A house may need a lot of work that never appears on the rebate poster:

  • Knob-and-tube rewiring
  • Asbestos removal
  • Plumbing replacement and rerouting
  • Structural work
  • Concrete
  • Drywall and finish work
  • Mechanical-room changes

The lesson is not that every retrofit will cost $150,000.

The lesson is that rebate planning and project budgeting are not the same thing.

Find the hidden work early.

HVAC Contractors, Inspectors & Program Teams

A homeowner may call you for a heat pump.

Before you quote it, somebody still needs to know:

  • Is the attic about to be air sealed and insulated?
  • Are the ducts inside or outside the enclosure?
  • Is the panel 60, 100, or 200 amps?
  • What heating load are you sizing to?
  • Are moisture or ventilation problems waiting underneath the project?
  • What information does the next contractor, modeler, or rebate program still need?

Can a simple whole-home screening step help participating contractors send better-prepared projects into the systems you already use?

That is something a local pilot can measure: incomplete records, repeat visits, missing panel or envelope information, training completion, and the quality of the handoff into formal assessment, design, modeling, QA, and rebate systems.

GHP does not replace the program platform. The point is to improve what arrives at its front door.

Michigan Shows What the Downstream Workflow Can Look Like

Under Michigan’s MiHER program, an approved homeowner chooses a MiHER Registered Contractor. A registered Energy Assessor evaluates the home and submits the assessment and project information for program review. A Primary Contractor then serves as the homeowner’s main point of contact and coordinates other registered contractors when needed.

After the approved work is completed and the required project documentation is reviewed, the rebate is paid directly to the contractor.

The GHP question comes before that formal process: can a contractor or inspector capture a better whole-home picture and hand the Energy Assessor or Primary Contractor a better-prepared project?
